DigiLocker is a digital locker built by the Department of Electronics & Information Technology, Government of India. It’s basically a cloud-stored tool, set to be launched in July 2016 as part of the Digital India program. Like the Dropbox, DigiLocker would be available on the cloud and would enable you to access various government services at the click of a mouse.
The DigiLocker would provide six key benefits for the user.
Reduce the use of physical documents
Uploading documents such as income, birth, marriage certificates on e-locker obviates multiple use of the physical form of documents. For example, if you apply for a railway job, while processing your application, the designated railway authorities would have access to your documents in DigLocker based on your Aadhaar number.
Save on costs
DigiLocker is likely to help bring down the cost of government operations by reducing the requirement of personnel and other operational expenses. The government will not need a large number of personnel to provide various government services. This may not, of course, happen immediately and is likely to take some time. However, with increase in the number of subscribers, the cost to the government is expected to get substantially reduced.
Generally speaking, getting a PAN card takes about two weeks. Most people apply via agencies, while necessitating an additional expense apart from the official application fee. With DigiLocker, when you apply for PAN card, your documents would be required to be verified (by the Income Tax Department). For this, you would need to e-sign the documents through DigiLocker using Aadhaar e-KYC service. E-signing is tantamount to digital signature. Your KYC of Aadhaar will be sufficient to e-sign. The Income Tax Department will get e-signed documents, and would then immediately issue the PAN card, which will appear in DigiLocker under “Digital Documents”.
Minimize the chances of corruption
Digitization of processes minimizes the chances of corruption. This is evidenced by the example of a passport. Since getting a passport now requires online application, the need for agents (who used to demand exorbitant sums of money earlier) has been eliminated. Similarly, the use of DigiLocker will ensure less corruption on account of minimum human interaction involved in the application procedure.
Easy access from across the country
The digital locker would enable users to access their documents anywhere and anytime. You need not carry your documents in the physical form. And, with the launch of the special mobile app for the DigiLocker, it would be more convenient to access any document on your mobile phone.
Help reduce chances of misuse (fabricated documents)
Online frauds are common across the Web. In the process, documents are compromised. DigiLocker will do away with potential risks such as use of fabricated documents. You can share your documents without compromising their safety and privacy. You just need to be careful that you don’t share your Aadhaar card or DigiLockerdetails with anyone. Further, only agencies registered with DigiLocker can have authorized access to your documents. Such a registered entity is called a Requester. This is to protect users’ documents from unauthorized access.
